Where Theophilus Harlow is Rookwood's right-hand man, Silvanus serves as the lieutenant in Rookwood's Ashwinder gang of thieves and extortionists. He is entrusted by Rookwood to keep the Ashwinders in check, making sure they fill their share of extorting the inhabitants of Hogsmeade and charge them for 'protection money'.
