The Plight of the House-Elf is a Side Quest in Hogwarts Legacy. Side Quests are not required to advance in the main story of the game, but still completing these Quests can be useful to obtain Rewards for completing them. These quests sometimes serve as tutorials for new activities and may contain some Lore or background of the Harry Potter Universe.

Talk to Deek in the Room of Requirement
Find Deek at The Room of Requirement and speak with him.
Find the cave
East of Jackdaw's Tomb, a cave known as Spinners Cavern may be found. Fast travel to Jackdaw's Tomb and use your broom to locate the cave. Kill the spiders in front of the cave before you go inside.
Search for Tobbs
Through the cave, keep heading straight. After jumping over a chasm, turn right and jump into a hole filled with spiders. Defeat the spiders, then proceed along the route. When you reach the room where your character remembers that Tobbs was earlier, turn southeast and jump across the opening at the top of the spiral route. Reach the Thornback Matriarch at the end by crawling through the low area and sliding downward. After defeating the Matriarch, take the Tobbs' Note that is sitting on the table with the Leech Juice. Break the crates that are obstructing the narrow passage as you continue southeast. To get to the spot with the Acromantula, crawl through the small space and climb the wall. When you've defeated the Acromantula and every other spider, turn up the path to the west and keep going until you come to Tobbs' body. On the ground next to Tobbs's body, gather the Note From Tobbs.
Tell Deek about his friend
Inform Deek of his pal. Drop into the water after traveling west on the spiral path. Take the way up to the cavern with the treasure chest after emerging onto the land to the east. Go down to the table after blasting away the planks on your right. To come out of the cave, go north. To finish the task, quickly return to The Room of Requirement and speak with Deek.
