You'll come across Garreth, who wants you to purchase some Billywig Stings from Honeydukes; just ask him for directions.

You may already see the statue from a distance adjacent to a fast travel point if you follow the quest marker through the door next to Garreth and up the narrow stairway.

To open it, simply interact with the statue right now. Cast Reparo on the elevator, then utilize it by following the directions. You'll need to use Incendio to continue after the elevator. Cast Levioso onto the platform at this point, then leap to continue. Cast Levioso again and leap onto the platform to continue. Cast Reparo and Levioso now, then ascend the platform to the next level. Cast Incendio to burn down the web so you can continue. Jump onto the platform after casting Levioso and Reparo. Cast Incendio twice, then go to the door. The Billywig Stings are located on the right side of the path as you continue inside Honeydukes.

Once you get the Stings, you can either return to Garreth quickly or take the secret exit that leads there. This will mark the end of this Side Quest.
